Dans certains cas, les séries et services de données géographiques liés aux politiques communautaires ayant une incidence directe ou indirecte sur l'environnement sont détenus et exploités par des tiers. Les États membres devraient donc offrir aux tiers la possibilité de contribuer aux infrastructures nationales, pour autant que la cohésion et la facilité d'utilisation des données géographiques et des services correspondants offerts par ces infrastructures n'en soient pas affectées.
